The mainstream media says that North Korea has about 40% people living below the poverty line.

A recent report by PPIC says that about 38.2% of people in California are at or near the poverty line. 🤐

The governments decide what the poverty line should be based on the amount of money necessary to buy the basic needs in the particular region.

@njoseph that's what I was thinking. So it would be interesting to compare the livelihoods and life chances of the two 40%s.
